ravens have done pretty well at that
eagles have had a hoard of picks and lots of high picks to build with - so not really a fair comparison when you look at them
bills have not done well at that
chiefs have been ok in the 1st round but have found talents in other rounds to somewhat make up for it
excluding the eagles who have had 3 top 15 picks and have only once picked outside the top 22 since 2019, hard to say the ravens haven't been the best drafting team of the teams that are consistently picking low (by comparison with the eagles, since 2019, the ravens have only picked inside the top 22 twice)
the bills, chiefs and ravens have all struggled to find high-level trench play:
Chiefs tackle situation has been the story for most of mahomes' career, their DL has been carried by Chris Jones the whole time and they've not really had a difference maker at EDGE (or DL) outside of Jones but have done well filling in their IOL spots
Bills have managed to build a consistently good OL to work with and managed to get Ed Oliver in 2019 the last time they picked anywhere high on the DL, but like the Chiefs and Ravens have had an awful time trying to find edge rush
Ravens have had high turnover at OG since Yanda retired and likewise have struggled to replace Suggs despite lots of attempts but they have consistently found DL talent outside of the 1st round
the trenches are hard when you're not picking in the top 20
