I will play Devil's Advocate here and say I am not sure/ready to blame Eric yet. I say that because he has been here a lot longer than Harbaugh. Also, any GM will involve the HC in personnel management as a good GM likely wouldn't want to give a HC someone they don't want. The GM would also likely work with the HC to prioritize positions.
DeCosta shares blame without a doubt, but I'm not sure I'm ready to place a weight of it on him. He still has to work with the HC on personnel to ensure they fit the team vision.
I will respond to this with this post. Eric was Ozzie's right hand man and hand pick successor. He turned down jobs from other teams to wait years for Ozzie to retire and move on. I know Ozzie is still apart of the front office in some capacity, but going from Ozzie to Eric means the philosophy of this team and how this team is run stays the same. We always hear about how a coach's message gets stale over time, well perhaps the team simply needs a new way of thinking in the front office, a new GM who can come in and adapt to the new age NFL.
EDC keeps building a secondary without a pass rush or good defensive line. I get the idea of coverage sacks, but if the QB has all day to throw then eventually someone will get open and the coverage sacks won't happen. They can only cover for so long, so you need guys up front who can get to QB and create that initial pressure so when everyone is covered... the QB gets sacked right away. Right now, as we saw today where we were covering everyone, there simply was no pressure up front to take advantage of it. This team needs new voices from the outside instead of hearing the same old message from the front office to the Head Coach.
