I've seen the Ravens get their fair share of illegal shift or illegal formation that didn't kill the play.

An illegal shift can be too many players shifting/going in motion or someone not getting set after going in motion. In this case the TE straight up never got into his stance before the snap. It's not false start since he was in a legal motion before the ball snapped.

In this game the Raiders do something they're long time vets at, finding dumb, unforced errors.
