@Taze Hey. I'm sorry to be the bearer of bad news, but it looks like you may have missed the deadline for placing franchise tags, which was midnight last night. The only exception granted in this instance went to Denver, which was because their new owner just took over the team today. If you made the two cuts specifically to place the FT, we would certainly allow for those to be retracted.

It was brought up several times in the discussion thread as the deadline wasn't decided upon until we came up with the date free agency would begin. That being said we will put it in the rules thread next time as well. Thanks for the suggestion.
If he was on your roster at roster lock, which was a week ago this past Sunday, then you may cut him. I'll have @Truth double check the actual savings due to him not being listed under active contracts for the eagles on spotrac.com anymore.

From memory it was $11mil base + $1mil from prorated signing bonus.
But it was a team option, so I'm not sure whether it counted at all.
