The rules on a restructure is 50% of total cap hit, but not to exceed 30% of the cap hit, meaning you would save a maximum of 4 stars. That being said, I'm not sure why you would do a restructure at all because you can just release TY Hilton and save 9 stars. His cap hit is 13m and dead cap is 4m. Total cap minus dead cap is 9 stars.
